Roger E. Smith has joined Schiff Hardin LLP as a partner in the Energy and Public Utilities Group from Troutman Sanders LLP where he was a partner. Mr. Smith concentrates his practice in energy regulation, litigation and transactions. He represents investor-owned utilities (IOUs); independent system operators (ISOs) and regional transmission organizations (RTOs); electric distribution companies; and power marketers regarding: the design and operation of competitive wholesale energy and ancillary service markets; transmission rates; transmission tariff and service issues; reliability standards and compliance; interconnection and power purchase agreements; parallel path / loop flow issues; competitive solicitations for power supply; market-based rates; and industry restructuring and mergers.
He is a graduate of Northern Illinois University College of Law (J.D., 1984) and Kalamazoo College (B.A., 1978).
