Debra M. Patalkis is an experienced securities and capital markets litigator who concentrates her practice in defending investigations and enforcement actions by the Securities and Exchange Commission (SEC) and SROs and advising officers, directors and other industry participants on matters of corporate governance and compliance with the securities laws and related statues. She has led internal investigations on behalf of boards and senior management of corporations, investment advisors and other segments of the securities and finance industry. Ms. Patalkis also has defended complex civil matters in the private sector.

Pro Bono Activities

Ms. Patalkis represented military lawyers assigned to defend detainees at Guantanamo Bay in connection with attorney-ethics issues arising from the military commissions process. Some of these issues were the subject of a feature in the August 2007 edition of GQ Magazine. In 2007, she received the Human Rights Award from the Southern Center for Human Rights.

Previous Experience

Ms. Patalkis served as Assistant Chief Litigation Counsel for the SEC's Division of Enforcement. While at the SEC, she had first-chair responsibility for enforcement actions brought by the commission in federal and administrative courts that spanned the SEC's jurisdictional spectrum, including cases involving financial fraud, insider trading, market manipulations, the Foreign Corrupt Practices Act, Ponzi schemes and unregistered offerings.

She also advised the SEC Commissioners and the Division of Enforcement home office and investigative staff, developed and evaluated major investigations, made charging recommendations to the Commission and participated in parallel criminal proceedings with federal, state and internal authorities. In addition, Ms. Patalkis served as a National Institute for Trial Advocacy instructor for the Enforcement Division's testimony seminars.
