Lewis C. Horne Jr. concentrates his practice in public finance. With 30 years of experience in the public finance area, he has served in virtually every legal role in a wide assortment of public finance transactions across the nation.
Mr. Horne was the first minority lawyer to serve on the board of directors of the National Association of Bond Lawyers, from 1988 to 1990, and he has held numerous leadership positions in public finance activities of the National Association of Bond Lawyers (NABL) and the American Bar Association (ABA), including service as chairman of several national legal conferences and seminars.
Mr. Horne was inducted into the National Black Golf Hall of Fame in 2008.
Experience
Prior to joining Schiff Hardin, Mr. Horne:
- Represented a county development authority, a prolific issuer of tax-exempt and taxable obligations for economic development purposes in Georgia, in connection with the issuance of $13 billion in private activity, 501(c)(3) and taxable bonds for a wide variety of projects, including hospitals, museums, college, secondary and elementary school dormitories and facilities, multifamily housing, retirement care, commercial and industrial uses
- Represented a hospital authority in connection with the review and implementation of a proposed restructuring plan, which led to the leasing of the hospital facilities to a newly created 501(c)(3) nonprofit corporation organized for the purpose of operating the hospital as a private nonprofit facility
- Served as underwriter's counsel in multifamily housing revenue bond transactions in various jurisdictions
- Served as bond counsel for multifamily housing revenue bond issues by a municipal development authority
- Represented a government-sponsored enterprise in connection with over 150 purchases of all or a portion of multifamily housing revenue bonds throughout the nation
- Represented a county elder-care authority in connection with the financing of continuing care retirement community and retirement home facilities
Previous Experience
Mr. Horne spent 19 years as part-time Assistant or Associate County Attorney in Fulton County, Georgia, and served, on a 16-month loaned executive assignment, as acting chief legal officer of the Fulton-DeKalb Hospital Authority (Grady Memorial Hospital).
