Staff Attorney
Noy S. Davis focuses on energy and public utilities law and litigation under the Employee Retirement Income Security Act (ERISA) including:
- Representing a group of local distribution companies ("LDCs") in the recent Section 4 rate case initiated by Tennessee Gas Pipeline Company at the Federal Energy Regulatory Commission
- Representing an electric utility company in a Section 4 rate case filed by Public Service Company of New Mexico at FERC
- Representing energy cooperatives and municipalities in energy sales and drafting of power purchase agreements
- Advising energy clients regarding regulatory compliance matters, particularly with respect to renewable energy requirements
- Advising a regional transmission company with respect to the feasibility of developing formula rates in electric transmission
- Assisting an independent transmission system operator concerning the development and implementation of market rules for New England's wholesale electricity markets and a Forward Capacity Market
- Assisting in representation of commercial clients in federal and local court litigation and in arbitration proceedings
- Providing research assistance and analyzing and advising trustees and individuals regarding issues arising under the prohibited transaction rules of ERISA

Previous Experience
Before joining Schiff Hardin, Ms. Davis advocated for abused and neglected children in a variety of contexts. She was the Acting Director of Programs at a non-profit child advocacy organization in Washington, D.C., director of various projects at the ABA Center on Children and the Law, and represented children in child protection proceedings in Washington, D.C.
