Ruth E. Krugly represents diverse local governmental bodies including cities and villages, park districts, fire protection districts and other units of local government.

Ms. Krugly's services to municipal clients include:

  • Attendance at regular and special meetings
  • Preparation of ordinances
  • Resolutions and other legislation
  • Representation in connection with property acquisitions
  • Negotiation and preparation of annexation agreements
  • Advice and counsel with respect to zoning and land use legislation and litigation
  • Representation in litigation matters, including eminent domain proceedings and annexation proceedings

Experience

Ms. Krugly was:

  • One of the principal attorneys who represented the Chicago Bears in conjunction with the litigation filed attacking the Solder Field renovation project. She developed the theories which led to a successful outcome in the Circuit Court, Appellate Court and Illinois Supreme Court.
  • The principal attorney who successfully represented the University of Illinois at Chicago in eminent domain proceedings instituted in conjunction with the expansion of the University's educational facilities.
  • One of the principal attorneys who successfully defended the Village of South Barrington (Ill.) and eight of its officials against Union Pacific (a $14 billion company) in a multimillion-dollar lawsuit alleging breach of contract, tort claims and constitutional violations. She successfully disposed of several federal and state counts through initial motion to dismiss and obtained dismissal of remaining counts through subsequent motions for summary judgment.
  • One of the principal attorneys who successfully defended municipality and 11 of its officials in a quo warranto lawsuit filed by a former official seeking reinstatement to his aldermanic office.
  • One of the principal attorneys who successfully asserted the right of a prominent developer and land owner challenging the rezoning of nearby, but not adjacent, property.
  • One of the principal attorneys who successfully defended the Illinois State Toll Highway Authority in a class action challenging the constitutionality of the Toll Highway Act. Although the circuit court ruled that the statute was unconstitutional, the Illinois Supreme Court reversed the lower court order and entered judgment for the Toll Authority.
  • One of the principal attorneys who successfully defended a park district in a case challenging the validity of certain commonly used bonds. After the circuit court ruled that the bonds did violate the state "tax cap," developed unique constitutional argument to establish the bonds' validity. On motion for reconsideration, circuit court reversed its earlier ruling based upon this new argument. The Illinois Supreme Court subsequently affirmed the lower court decision.
  • One of the principal attorneys who successfully defended a municipality in a case attacking the validity of the municipality's two tax increment finance districts. At close of evidence, court immediately ruled in favor of the municipality.
  • One of the principal attorneys who successfully defended a park district in breach of contract case filed by former executive director. She drafted successful motion to dismiss.
